Recently the U.S. Coast Guard issued Navigation and Vessel Inspection Circular (NVIC) 01-05 requiring that Non-Tank Vessels over 400 gross tons have a Vessel Response Plan by August 8th, 2005. Required under this plan, each owner/operator must have a Qualified Individual (QI), Spill Management Team and Oil SPill Removal Organization capable of responding to a worst case discharge. The NVIC will be followed shortly by a regulation with similar requirements.
