Command and Control - Acting as the Qualified Individual and Incident Commander, represent the responsible party to the Federal On-Scene Commander and State Incident Commander, participate in the Unified Command, set and implement strategic and tactical objectives, establish and monitor an effective chain of command.

Site Safety and Health - Initial site assessment, air monitoring, selection of personal protective equipment, preparation of site safety plan required by OSHA, conduct safety meetings, field safety and health supervision and monitoring.

Response Operations - Development and implementation of response tactics, supervision of response resources (e.g. co-ops, contractors, etc.) in the field, maintaining an appropriate span of control.

Planning - Develop a long-term general response plan, develop daily incident action plans, prepare situational status reports and displays, maintain resource status information and displays.

Public and Media Relations - Develop a public relations strategy, draft press releases, establish a joint information center, arrange for press conferences, handle field media inquiries, arrange and prepare client for community town hall meetings.

Logistical Support - Procuring supplies and trained personnel, contracting for needed services, arranging for transportation and lodging, food services and temporary facilities.

Finance - Track and report response costs, recommend cost control opportunities, documentation.

Staging of Equipment and Personnel - Receive and distribute equipment and personnel, maintain current inventories of resources.

Claims - Establish claims hotline and/or claims center on behalf of client, obtain needed resources to screen and respond to claims, document.

Communications - Develop a communications plan, provide and manage communications resources.

Bird and Wildlife Rescue and Rehabilitation - Identification of potentially impacted species, obtain needed resources for capture and care, supervision of rescue personnel and operations.

Environmental Resource Management - Assist in the identification of environmental and cultural resources, establishment of environmental protection priorities, assessment and approval of response/cleanup techniques.

Natural Resource Damage Assessment (NRDA) - Develop strategy for NRDA, obtain resources for scientific studies, negotiate with state and Federal trustees on behalf of client.

Security - Assessment of security issues, badging of all response personnel; control of access to command post, field support facilities and site; investigation of theft or other incidents.

Training - Conduct on-site OSHA required Hazardous Waste and Emergency Response training.
