In 2002, we conducted 170 emergency exercises, 132 training courses, and responded to 222 actual emergencies.
The O'BRIEN'S Group was contracted by the University of California Irvine to develop crisis management plans, emergency response plans, emergency management and crisis management training in a project very similar to this proposal. The O'BRIEN'S Group has been responsible for the co-development of the Universities Crisis Management and Emergency Response Plan. In addition to the development of the plan and the Job Action Sheets, The O'BRIEN'S Group was responsible for implementations of the Crisis Management training at the Chancellor and department head level. This training consisted of reviewing crisis management process and procedure and the recognition of a crisis event. Finally, The O'BRIEN'S Group has provided actual response management during a large fire that occurred at the universities chemical laboratory.
We were contracted by Unocal to design and conduct the first joint Mexico and United States oil spill emergency response full-scale exercise (MEXUS Gulf 2002). The exercise design was unique in that the design team had to incorporate the Mexico response system requirements into the exercise. We facilitated several design meetings in Mexico and the U. S. in order to determine the appropriate exercise scope, objectives, participants, and location. Since there were two nations involved with separate response systems, it was a unique and challenging experience. There were over 250 participants involved in the exercise and all parties deemed it a major success.
We also designed and conducted two major response exercises for Shell. The first involved a Worst Case Discharge of oil from the Shell Refinery in Deer Park, Texas. The second was a Worst Case Discharge from the Shell – Motiva Refinery in Port Arthur, Texas. Both were functional exercises with approximately 100 participants each.
The O'BRIEN'S Group was contracted by the U. S. Coast Guard to develop the One Gulf Plan (Area Contingency Plan) that consists of a One Plan and six Geographic Response Plans for each of the following U. S. Coast Guard Captain of the Port zones: Corpus Christi, Texas; Houston-Galveston, Texas; Port Arthur, Texas; Morgan City, Louisiana; New Orleans, Louisiana; and Mobile, Alabama. The new user-friendly oil and hazardous substance contingency plan allows for “one-stop shopping” for plan users that have operations in multiple Captain of the Port zones without having to retain or utilize separate plans.
